At Lilac Howell (Lilac Productions Ltd), the safety and wellbeing of everyone involved in our productions is of paramount importance. Whether you're part of our internal team, a freelancer, contractor, client, or visiting collaborator, we are committed to maintaining high standards of health and safety across all our operations — in studios, on set, in post-production, and on location. This policy sets out our approach to managing health and safety. Additional guidance or risk assessments may be provided for individual productions or hires as required.
1. Policy Statement
Lilac Howell is fully committed to complying with the Health and Safety at Work Act 1974, all associated legislation, and best practices specific to the creative and screen industries. We are dedicated to:
• Preventing accidents and cases of work-related ill health • Promoting safe working conditions, both on and off set
• Ensuring all personnel understand their responsibilities
• Supporting mental as well as physical wellbeing Health and safety is everyone’s responsibility. We expect all employees, freelancers, and collaborators to contribute to a safe working culture by following our procedures and reporting unsafe conditions.
2. Responsibilities
2.1 Management Responsibilities
• Ensure appropriate systems of work are in place and followed.
• Appoint competent persons to oversee health and safety matters.
• Maintain and update insurance, including Employers' Liability and Public Liability.
• Review this policy annually or after major operational or legislative changes.
2.2 Production Team Responsibilities
• Carry out detailed Risk Assessments and Method Statements (RAMS) for every production.
• Communicate hazards clearly through call sheets, crew briefings, and signage.
• Ensure emergency procedures are known to all on set.
• Maintain safe equipment and ensure appropriate training is given for specialist tasks.
2.3 Individual Responsibilities (Employees, Freelancers, Clients)
• Take care of your own safety and that of others.
• Follow safety procedures and report any hazards or incidents immediately.
• Refrain from working under the influence of alcohol, drugs, or impairing medication.
• Use Personal Protective Equipment (PPE) where required.
• Read and comply with all relevant risk assessments.
3. Production-Specific Safety
3.1 On Location
• Location risk assessments must cover terrain, access, weather, wildlife, and public interaction.
• Emergency procedures must be prepared, with first aid kits and trained first aiders on site.
• Filming permits must be secured in advance where required.
3.2 Studio Hire (External Users)When hiring Lilac Howell studio space:
• A senior staff member or studio manager retains the right to stop unsafe practices.
• All visiting production companies must submit:
• A full health and safety plan
• Proof of production insurance
• Unsafe practices may result in immediate suspension of studio use.
3.3 Stunts, Effects and Hazardous Work
• Any activities involving fire, water, stunts, pyrotechnics, drones, working at height, or hazardous materials must be:
• Supervised by qualified professionals
• Covered by specialist insurance
• Approved by a competent Health and Safety Advisor
3.4 Travel and Transport
• Transport must meet safety and legal standards.
• Rest breaks and driver hours must comply with Working Time Regulations.
• Accommodation provided must be safe and appropriate.
3.5 Children and Vulnerable Contributors
• Proper licensing, safeguarding policies, and DBS checks are mandatory.
• Children must never be left unsupervised.
• A qualified chaperone must be present at all times.
4. Lone Working
Lone working is a regular part of our operations — particularly during prep, post-production, and recces. Lilac Howell is committed to keeping all lone workers safe.
• Lone working includes:
• Being alone in the studio or office
• Driving or transporting kit solo
• Editing, writing or admin outside team hours
• Location visits or recces without another crew member
4.1 Risk Controls
•Lone working must be covered in all relevant risk assessments.
• Workers must have a communication plan:
• Notify a colleague when you arrive and leave
• Set check-in times if doing high-risk work
• Keep a charged phone on you at all times
• If you're visiting a location alone, ensure someone knows your schedule.
4.2 Restrictions
Lone working is not allowed for:
• Operating dangerous or heavy equipment
• Working at height
• Handling hazardous substances
• Any activity previously flagged as high-risk without supervision
4.3 Medical Safety
• If you have a health condition that may pose a risk while alone, inform a line manager confidentially.
• Know how to access first aid and emergency contacts in your location.
5. Mental Health and Wellbeing
We are committed to supporting the mental health of everyone we work with.
We aim to:
• Encourage open communication around stress or workload issues
• Prevent bullying, harassment, and discrimination
• Provide clear routes to raise concerns
• Signpost further support where needed Productions are expected to promote respectful, inclusive and psychologically safe working environments.
6. Emergencies and Incident Reporting
• All accidents, near misses, and dangerous occurrences must be reported immediately to the Production Manager or Health and Safety Lead.
• An accident report form must be completed within 24 hours.
• Emergency procedures (e.g. fire exits, medical access) will be clearly briefed and displayed on site.
• First aid kits will be readily available at all work locations.
7. Insurance and Legal Compliance
Lilac Howell holds comprehensive insurance including:
• Employers’ Liability
• Public Liability
• Production Insurance for all in-house work All third-party production companies working with or hiring from Lilac Howell must:
• Carry valid, relevant insurance
• Submit their own risk assessments and health and safety plans
• Accept full legal responsibility for their personnel, kit, and locations We comply with relevant legislation, including:
